The man is Ted Pritchard of Australia.  He is pictured with his Holden Torana-based steam car from 1977.

Right! You can see Pritchard's earlier attempt at a steam powered vehicle in the background, which has already been a puzzle here in the past.

Here's the unmodified pic plus Ted with an early model of the car

l got it !!
Pritchard Steam car 1975
l know l have seen it before , but somehow my database is too large...
then today l realized it's a steam car!
then search "steam" in my book and found it

Made by Edward 'Ted' Pritchard ,based on a 1963 Ford Falcon.
lt was finished in 1967 and had a nickname "‘Green Stripe’ XM .
1975 is the year when second production was shown on Melbourne International Auto Show.

Actually the car shown at the 1975 Melbourne Show was only a scale model. This is the full-size car built 1977/9 and based on a Holden Torana body. Pritchard called this one the 'Advanced Pritchard Steam Car'.
The steam car based on the Ford Falcon was built in the 1960s and was featured here:
