This is a (the?) 1960 Vuillet Coupe, based on a Peugeot 403.
According to one record, the creator, Andrea Vuillet, donated the car to the Schlumpf Collection - where it now resides.

BTW, I was back at Schlumpf a few weeks ago, and the Vuillet is not currently being displayed; sadly.
