Does the top, round section spin?

It does not spin, but you're getting closer

Totally off the wall guess:  First use of double-sided tape to afix a reflector?

No, not that

Does it make noise, as well as reflect light?

Does the reflector part bounce or bobble up and down to get the attention of the driver following you kind of like a wobbly headlight at night on the car next to you that drives you crazy and you wonder why the guy just doesn't fix it because surely he can see his own headlight bouncing all over the place and it must be driving him just as crazy but it goes on and on mile after mile until you have to pull off the highway just to get away from this crazy guy with the bobbly headlight even though it should be him that should pull off to fix that thing?

Ummm...    Is that it?

It may, but that's incidental.

A gimmicky gadget that might work!  Look at how well reflectors on bicycle pedals show up, and flashing bicycle lights (I'm a bit dubious about the front or headlight flashing) plus of course police, ambulances, fire engines and hazard light.

I have to confess I'm a bit paranoid about being seen following an accident I had many years ago back in the days when people drove on sidelights.  It was tipping down with rain and the road was soaking.  In amongst all the reflected lights I just didn't see this car - had the idiot been driving on dipped lights I would have seen him   :censored:.  My beloved Mini, my first car,  had to be consigned to the scrapyard.  :sigh: :(
