Well it looks like one of the many steam buggies of the late 1890s so I'll try the best-known which is Locomobile and as the Stanley twins sold their system in 1899 to A.L. Barber whose company was called Locomobile, I'll suggest he's the man and that's the car and it's 1899 as the car isn't finished!

In that case the same logic says it might be a Mobile with J.B. Walker up ;D
