I'm looking for the name of the project, the purpose of the vehicle and the name of the designer.

I have a picture of this car, titled: Yugo World Star Utility Vehicle truck -03
It is a Yugo special design and as all Yugos it has mechanical parts from Fiat 128

I have no idea if there is any Yugo relation, but you are certainly onto something with your 'World Star' answer.
Therefore, this puzzle is locked for you until your next response so you can come up with the other parts of the question that are required to score the point.

Another try,
I was misled by my picture title, saying it was a Yugo
Now I made a search for Fiat Worldstar, and found a car for sale in Colombia
This must be the answer:

WORLDSTAR FIAT PUBLICA CARGO

Developed to serve as cheap transportation in developing contries

I was not aware of the Fiat connection.  I only know the car under the name 'Worldstar'
It is indeed a third world countries people mover / van.
Only info still missing before I can award you the point is the name of the designer.

Now I have had time to investigate more
Mr Douglas Norman had the idea to build a World car and founded the World Transport Authority, located in El Cajon, California.
They designed the WorldStar vehicle, and sold licenses to build it in many parts of the world.
Also another company,World Star Logistics, Inc. was involved to sell parts for the vehicles.
Cars were built in Phillipines and Columbia, and they tried to start production in Nigeria and China.
Zastava were delivering drivetrains, but another source says they used air cooled VW engines.
It is not certain how many cars were built, but the whole project came to an end, and mr Norman was arrested and later resigned from the company.

One of the persons behind this story was the designer Tom McBirney. I think he have designed the Worldstar

Now I'm tempted to give up.
I can not find that the design is credited to a certain person. All info I have found, says that the car was designed and developed by the company Composite Automobile Research Ltd. and the later company name World Transport Authority Inc
All persons I have mentioned have been involved. One possible last name I can think of, is Kent Wooley.
