It appears to be called the Micro-N 250 (or 260) Roadster. Decals on the car say "by Ginevra Design", and it is distributed by Nuova Nordaffari srl of Brusnengo in northern Italy, a company which seems to specialise in camper vans.

There's another badge on the car, which I only got a glimpse of, but which I think says "Carletti", but I don't know the significance of that.

It's a light quadricycle with a 257-cc 4-stroke engine and automatic transmission, and it can be driven (in Italy, at least) by 16-year-olds with a suitable licence. I don't know much more about it, but here it is in action!

A perfect answer brings you another point.  

It seems to have been badged as a Carletti originally, but now it is sold as the Micro-N 250 Roadster. Since it is emphasized on the website that the design is Italian, I would guess it is built in China (or some other Asian country).
