Maybe you mean the SONACOME (SOciété NAtionale de COnstruction MEcanique), which was created in 1967.  The SNVI (L’entreprise Nationale des Véhicules Industriels) was created in 1981 and inherited all the SONACOME resources.  Anyway, I feel that JMC should get the point.  I could'nt find any further identification for this truck.

It's a Sonacome M-210. Built in Algeria, based on a Berliet GBC 8KT with a Deutz air-cooled engine.
A truck of this type won the truck class in 1980 Paris-Dakar rally.
Point shared between JMC and pguillem.
