I remember a muffler chain in Orlando that used to have emblazoned on its trucks "No Muff Too Tuff".

I asked for the guy's name to make this a whuzzat puzzle. I know the girls' full names, if anyone is interested, so I could have asked this instead.
But the true question is the where and when.Finding what is the shop which "stands behind its mufflers" will be of great help.
Two points for the wise guys from now on: one for the three names, one for the time and place.

Very good! I can't find back the picture myself so I didn't know the name was Morris and he was Chief of Police. I read the name by flipping the picture backwards (photographers write the subject on the reverse side).

Otto was quite close as the car is Dave Mitchell's pickup and I believe that the event was set up by or with the Pasadena Roadster Club.
