Right off the cuff - the number plate is German, the car, I think, a Horch or an Audi. My guess, a certain Herr Hitler?
A 1938 Horch 850 Limousine?

Here's a long shot!
Konrad Adenauer was Oberburgermeister of Cologne in 1924 when he supported the proposal of Dr.  Creutz (Landrat at Adenau) that the government should build a motor racing track in the Eifel. That became the Nürburgring and when Dr. Adenauer became the first Chancellor of the Federal Republic of Germany in 1949 he used a pre-war Horch (but not with a pre-war Hamburg registration) as no suitable state limousines were made in Germany at the time.

Is that really a pre-war Hamburg registration?
Although under the current system 'HH' stands for Hansestadt Hamburg I thought pre-war the German numbers didn't refer to any particular city or state, but all started with 'IA', IIA', or 'IIIA'?

It really is Hamburg. There were a lot of registration number prefixes that didn't start with a Roman numeral. You can see them listed for example in the German Wikipedia under "Liste der deutschen Kfz-Kennzeichen (historisch)".

Same body style.
And quite like it in every aspect I could see. But I am not 100% sure that it's the same model designation, being not a specialist of this brand.

Dean Jeffries bought a Horch as his first car while he was stationed as a map maker in the army. Dean was stationed in Sanhoffen, Germany. He bought the car for 25 USD. He didn't want any hot rod or custom car, just a car that he could go cruising in. After he got the car Dean welded artillery shells together, and made a tube for the car that became the car's straight pipe exhaust. Dean also covered the car with pinstripes. Dean used the old Horch to travel all over Europe in the weekends.

This still seems to fit the question, even it it's not what you had in mind.

I'm rather sure the Jeffries Horch is a 830 BL Pullman too, as it isn't large enough for a 850 and not sleek enough for a 930.

I'm baffled. I explained why Adenauer has his place in motoring history (without his backing we would never have had the Nürburgring), but nobody has explained how an army mapmaker called Dean Jeffries has.

That usually unreliable source of all ignorance, Wikipedia, offers this
"Dean Jeffries is an American custom vehicle designer, fabricator, stuntman and stunt coordinator for motion pictures and television programs based in Los Angeles, California."
If that is the one you are referring to, that's a pretty obscure connection with motoring history as we know it and hardly "an important figure in the automotive world"
I know you are a film fan, Ray, but many of us are not. Sorry but there it is.
