What is this car, who is the lady at the wheel, where was this picture taken, and what is connecting all this?

I think João's right. That's the Loewy home in La Cense, France, for sure. I believe the young lady is Jean Thompson Loewy, his first wife.

Once again, I'm just a wee bit too late.  :)

I was going to ask Joao for the name of the house, and the name of Loewy's first wife. His answer would have been more satisfying with these details that you provided, but it would be rough to deprive him of that point.
However this blonde lady could be anyone, but there is a picture who reasonably proves us that this is Loewy's wife.

I didn't mean to cloud the issue. If a second point is to be warded, please give it to João.

Here are two pictures from an archive that picture Loewy wife with Raymond. As the puzzle pic is date 1937, I don't hink it could be his second wife.. Unless, of course, this picture triggered the end of his first marriage.

The first picture is "Left to Right: William Snaith, Jean Thomson Loewy Bienfait, Raymond Loewy, A. Baker Barnhart and John Breen"

The second is "Raymond Loewy and Jean Thomson Loewy, office, 580 Fifth Avenue, New York"

I had seen those, and forgotten them.
So this wasn't the picture that I had in mind. It was one taken  at La Cense, in the same series (in fact the one just preceding my puzzle picture) of the first Mrs Loewy taking her breakfast in bed. There are other of her and Raymond in pajamas and slippers, who made me think that unless there was a ménage à trois going on there, it could be no one but his wife.

The lady seems to be Jean Thomson indeed (I'm not sure if there is a P in her name), but if so before she had her hair bleached. The car has still got US license plates, and seems to have lost its full stainless wheelcovers somewhere in the middle of the Atlantic.
