Everything is correct about the bodystyle and the coachbuilding company.
But this one is not based upon a Delahaye...

Was there really a coachbuilder called Levallois-Perret? Levallois-Perret is a city with many automotive companies. Or could it rather be a coachbuilder like SICAL (société industrielle de carrosserie de Levallois-Perret)?
