The car is left hand drive.  As Japan drive on the left, I would expect a car imported new to Japan to be right hand drive (Fiat did make RHD versions of the 850 saloon and coupé).  This suggests that the car was either built in Japan on the "chassis" of a car imported secondhand or that the car was built elsewhere and imported into Japan. 

Can anybody translate or summarise the Japanese text for als15?

Actually imports into Japan are (or certainly were) almost invariably LHD, despite the fact Japan drive on the left and all home market cars are RHD and the fact they could have RHD imports if they wanted them.

There was huge kudos in owning an imported car and it was absolutely de rigeur to drive home the point by keeping the wheel on the left, like most of the rest of the world!
