You are right in identifying the Wartburg. But that was a misleading track  :(
It is not from the GDR.

Yes, it is from the UK (to where Wartburgs were exported as Wartburg Knight, by the way).

I know it was owned at some time by Grant Kearney and I found a couple of pictures referring to it as Ernie Leece's Peel Prototype.
You can unlock it, I will need to much time.  :-\
