Forgot this one was still knocking around!  Could it be a MDI MiniFlow AIR?

Is there any information about engine or base? Was it like a Voiture Sans Permis or more a 2 CV / Renault 4L rival?

All I've found is "PGO produces most replicas and kitcars today but in 1992 they did a prototype for an inexpensive, easily built small car called Camille"

Correct!
The Camille was created by Loic Perrier and used a Citroen AX engine.
