I don't know very much about that car, but I like it
For one point, please respond and identify who built this car, when he did it and what it is based on.

Looks like a funny version of the Fiat 1100 Stanguellini-Bertone. Any connection?

As I answered before, it is not based on a Fiat 1100, but it is Fiat-based. The name I have does not point in the Stanguellini or Bertone direction.

In fact it looks smaller than a 1100, and front-engined. So, Fiat 500 "Topolino" based?

Actually it narrows the possibility to only 2 or 3,000 cars...

The builder is Italian, and according to the engine displacement I assume that it is based on a Topolino engine.
