Who is this guy? And can you tell us what kind of car he built? Again, two points for a full answer

Such a strange vehicle... Maybe it was the one for disabled people? It looks like it is hand-driven.

Did he built just one experimantal vehicle (or limited series) or was he directly involved with a brand (perhaps with his own name)?

He built a very distinctive body on an automobile. It was a one-off, but I am sure once you realise what it was, PJ, you'll love it

So I guess that means he built a car which looks like an aeroplane? (or has at least design features of it)

It's a Grégoire he designed for himself. Nicknamed la Coccinelle. It had a bed and running water!  :D

I'd expected a completely different car...
Quite a tough puzzle!

I have a period article on the car and looked around on the net to see what's available. I hope this was a fun puzzle.

I'd have found it fun too, but I've been away for most of the time since it was posted!
Somewhere I have a postcard of  Hubert Latham and his aeroplane at Berlin, but I won't be able to find it easily and it is not really relevant.
Opinionated but sometimes wrong

He died only a couple of years later, killed by a wild buffalo in Belgian Congo:
