No, it's not a German car.

If it's not German, could it be a Tatra T11?

Almost OK, but not exactly. I would say: it's the cousin of the Tatra T11. AND it's not built in Czech.

The Tatra 11 was built in Czechoslavakia (Koprivnice) by Tatra, in Germany by Detra and in Austria (Vienna) by Austro-Tatra. Since in the above comments D and CS are excluded, this will have to be an Austro-Tatra...

Is it a Tatra 12 built by Unitas in Hungary?

You were in Hamburg, weren't you :)? Just for the record. Unitas did what we may call SKD assembly today - even the Ministry of Commerce in Hungary failed to recognise it as a Hungarian make. Luckily there are some survivors, like the one grobmotorix saw and which was on national television a couple months ago

Unfortunately, the Tatra exhibition is not in Hamburg, but in Bad Homburg.  :-\
