It is Adolf Schmal-Filius.

To start with, he was Austria's first gold medal winner at the Olympic Games in Athens 1896.
In 1900 he was co-founder of the "Allgemeine Automobil-Zeitung". He took part at the Herkomer trial in 1907 and all Alpine trials up to 1914. In 1904 he wrote his most successful book "Ohne Chauffeur" which appeared until 1930 in 13 editions. From 1902 up to his death in 1919 he was famous for his books about his journeys by automobile through Europe.

Yes it's him. He had a connection to Hungary as well, in addition to his book being translated to Hungarian, in 1924 there was a Filius touring race which promoted automobile touring.
