I'm not sure, but guess it's the Gozzy SSK in the background. Could it be that the mystery car is from 1977?
The ceiling indicates that the fair is the Tokio Motor Show. This pic dates from 1959:

The ceiling looks similar, indeed.
But maybe it's a different event, there are some other strange vehicles in the background...
