Takeoka Milieu R, a one seat electric japanese microcar, designed for disabled people. There is a small market for that kind of car in Japan, with a few brands like Mitsuoka. Speed and size are quite like the french 80's voiturette. But a bit less ugly !!

That's the car.
Made by Takeoka Jidosha Kogei, it's actually called the Milieu R - T10 I believe.
A slightly up-dated version has room for another (small!) passenger.
