Well, there aren't that many Spanish cars that have been named after Spanish towns/cities; to my knowledge Vizcaya is not one of them!
Malaga?
Malaga is one that has been, and is close to the solution (geographically) but is not the right one.
Ford Marbella by Ghia
This however is it!
At last we've got there, it is indeed the Ghia Ford Marbella built in 1974 on Granada mechanics to investigate the possibility of a separate 2+2 coupe for the European market.
I told you that clue would get you there and it's a mystery to me why it wasn't followed up on earlier. There was an easy point there for the taking!
