It seems that this was a small part of what was to be a whole transportation system.
Developed by Harry Laufman and registered in 1978 as the Aircar Mass Transportation System.
The pictured vehicle was built in 1976 by Laufman as the "Electric AirCar"

You are correct in every detail. The scheme called for an intriguing system of 'air pathways' for various different forms of transport.
