No, AFAIK it has no connection to Tempo, and if it does have it's under a completely different name.
I will investigate so I don't mislead.

I have checked.
The design is in fact based on a Tempo (hence the striking similarity in appearance), but neither a Matador nor a Rapid.

It's exhibited here by a different manufacturer and was marketed under their name.
