No famous, nor heir to a fortune. An mostly ordinary person, in a mostly ordinary automobile, in a place that could be most anywhere.

So, who is the driver, in what car, and where was the photo taken?

Disclosure: Those elements of the picture that would reveal its place of registration and use have been removed from the picture.

It looks like a CGS to me. It has an Eldridge radiator cowling.

That's it. The site where I found it (and where I assumed you found it) lists the car as a GSC-3.
