If I have understood correctly, this is a prototype light all-terrain vehicle designated ZV, one of two designs demonstrated to the Czechoslovak army by Zbrojovka Brno in 1938.

Apart from making guns, Zbrojovka Brno (Brno Armoury Company) made passenger cars under the trade name "Z", and like some other Czech manufacturers, designed prototype military vehicles during the 1930s.

There were some complicated designs with two engines, but the ZV was simpler, with a backbone chassis with a four-cylinder two-stroke engine at the front. There was independent suspension all round, with rear wheel drive for road used, and selectable 4wd for off-road. The chassis was also fitted with sixteen small rollers along its length, to help prevent it getting stuck on raised obstacles (like Mr Obama's limo did recently in Dublin!  :D ).

The ZV and another prototype called T2 were assessed by the Czech military in 1938. It seems that they were more in favour of the T2, but other makers such as Tatra and Praga also had successful candidate designs. However, these projects did not come to anything, as the wartime occupation of Czechoslovakia was not far in the future.
