It's not the Rover though but an earlier car of his.

That's Frank in the JAP-engined Peugeot he raced for years in the 1950s/60s at VSCC meetings before he got the Rover.

I now have time to wonder where the photo was taken - I'd say it's not at a race and I can't immediately place a hillclimb with that arrangement of track and bank unless it's Firle.

I'm afraid I can't tell you as my source does not reveal the event.
Could be Firle I agree with that type of grass bank.
