I'm still unsure what the date of this car is and I'm undertaking further research on it.
I'll come back on this shortly and keep it locked for D-Type in the meantime.

You were correct in the first place D-Type.
My source was erroneous and they confused it with the 1949 British Hill Climb Championship car that was a Steyr-engined single-seater - quite different to the puzzle car.

Therefore the answer is Sydney Allard at the wheel of his Steyr-Puch Allard sports built in 1958.

Although the company was Steyr-Daimler-Puch from 1935, the cars (and I expect the military vehicles and engines like the one in the Allards) were still called Steyr.
It wasn't until well post-war when the company produced their splendidly improved version of the Fiat 500 that they used Steyr-Puch as the brand.

I had a thought and checked in Motor Sport.  The year is definitely 1958 and they refer to it as a Steyr-Allard in at least three different editions (No mention of Puch)
