Otto's collapsed old shed has now been recycled to have a new, less static life.  :o

I don't know the engine maker, but I don't think that it is German.

It seems huge. Is it based on a truck chassis ?

Built by Ingo Wagner in Erfurt. That US flag was a giveaway.

I have no idea about the name
According to Mr Wagner:
"the car was built by myself.. All the components (back axle, front axle, engine…..)  are from Mercedes S 600, W140.
The car has already received several awards."

You seem to have found a different source about the car. I didn't know about the W140 bits. Still locked for you to find the name.

Amerika inspiriert: Ingo Wagner (54) rückte mit einem 450-PS-Selbstbau-Wagen an. Name: „Der Stromer“.

Now things are getting complicated. My source talks about a slightly different name, so that I am sure that one of the journalists couldn't read his own handwriting correctly. But as I don't have any proof for the one or the other, except that I find the other name a bit more appropriate, I'll accept your answer as correct. The other name I found is Streuner. Funnily both words name a person who is wandering around.
