How embarrassing that I don't recognise it.
There is some similarity to the Cowell & Watson Lea-Francis specials of about 1947 which looked like this:

These kind of cars are not in my area of expertise, but I remember an Allard with a grille much like this.  Any relationship with Allard?

I had Ian Hopper as the name . . . no idea what his Special looked like but as it was based o a 500cc FIII chassis I thought it might have been quite small.

Apparently the car was built up from a 'scaled up' JP (Joe Potts) frame into which was inserted a 1496cc Lea Francis engine.
Fuller details on the cars in the near future.
