From a lawn-mower manufacturer?

Nothing to do with lawn mowers.
These were full size commercial vehicles albeit with very small wheels (usually) and normally employed in a specific street service.

Is it called the SPV? (Special Purpose Vehicle).

Bit stuck on this one, there is an SD Carmichael Jetranger, so my best guess is Shelvoke & Drewry SPV Paceranger.
If it's not correct please unlock.

Having lived in the same town as Shelvoke & Drewry for a very long time (even in the residential part of the same road!) I should have known it. They used to bring their latest product to have its photo taken by the photographer that lived 10 doors from me, but this might have been a bit big for that!

Just to reiterate for a moment, when I gave the clue that many of their models had very small wheels, the following photo shows what I meant.
