Solved - NEH 945A: EFP Voltair Electric Car - 1969

This is a spin-off from my puzzle NEH 945; I understood this was the front of the car I posted a rear view of, but it turned out that was not right.

So that puzzle is solved and this one gets its own life as a new puzzle.

What is it called, who built it and when - for 1 point?:
