Not sure about the wheels; this car uses mechanicals from another make.

The car looks pretty small - is it powered by a Mercury outboard engine?

My source says It is a special named  Minning built by Fred Minning around 1963-64. This source says it was originally Imp-powered. The car has an aluminum and fiberglass body on a square tube frame. It uses a mix of 600D, Abarth, and Fiat 850 running gear and now has Fiat 600D power.

Well done! This is the Minning DSR prototype, No. 00001. The car is an aluminum and fiberglass body on a square tube frame. It uses Fiat 600D power and a mix of 600D, Abarth, and Fiat 850 running gear.

The puzzle photo is the car as it first appeared. Over the years, it was modified and the color changed to white over blue.
