Okay - no point for the car or the coachbuilder on this one.
What I need for the point is why this car was built in this disproportionate way.
Simple and easy point for a rookie?

Obviously not a funeral car, must be a tall dude car?

It's a bit like that but the owner who commissioned the car was not necessarily tall

It's a rally plaque - wouldn't have provided any clues though!

That was gonna be my second guess. A diplomat or something of that nature.
Someone who wanted to be seen.

And as a Yank...someone of somewhat limited knowlage of...well, limited COMPLETE knowlage of
'60s European cars wth '30s style wire wheels  :), could you tell me what kind of car and also the body maker this is?

Car is a Salmson 2300S with a body by Chapron (that may lead you to the answer)

Okay, we have had some good suggestions from the rookies as to the story behind this car (I even provided the make and model to make it easier) but I think I have to move it up a level now for an expert opinion.

This is the Salmson 2.3l Special built by Chapron to order for M. Andre Costa - so that he could drive it without removing his hat!

Apparently Monsieur Costa was a Parisian banker who insisted in wearing a top hat whilst driving.
