Looks like a post-war body on a 1930s chassis - had you not said "not Austin" I'd have guessed Austin 7, so perhaps it was a Morris 8

Allan, I'm going to change this into a 2 point puzzle.
One for the base car and possible year (range) and another point for who built it and when.

It isn't Morris or Austin but it is a British car similar in size.

I'm trying to think what else would have been as small as an Austin 7. Could it be based on an MG M-Type Midget?

Or is it something more obscure?

Not MG.
More expensive than an Austin Seven and produced late 1920s/early 1930s.
Production was around 17,000 vehicles so it wasn't obscure by any means.

To keep this one going to avoid the dreaded BH I'll add a (obtuse) clue.

The man who built this Triumph Super Seven based car was based in London and he rebuilt it in 1955.
His surname can be formed from a more aggressive and severe "mouse incline"
