According to my info, it's a home-made vehicle built in Romania by a Hungarian (at least his name is Hungarian).
The photos were taken in Romania. The license plate threw me off though (I am not aware of such license plates issued here).

The owner states that the engine comes from a BMW. It is a single-cylinder engine so it's probably from an Isetta.

I believe the name you are looking for is Oszkár Beke, who made this car in the late 1950s, after he saw an Isetta.
