Which car is this? Base and who made it?

It is based on a Honda 600 Coupe [AZ600] but I don't know who built it

I have read article about it but can't remember in which magazine it was. Some Californian dude.

Maybe the cobbler did it himself! It's owned by a show repair shoppe in L.A

Point added to Raul1983, as the base really is a Honda 600. Now, the name of the builder, who was the shoe repair owner.

yes, made in the 1990s, it was the second car made by this shoe repair shop, the first one was damaged.
