This could be an early lotus 7. It looks like it is running steel wheels, and with a single exhaust probably either a 749cc austin or an early ford engine.

However that may be a pea-souper rather than mist obscuring the picture.

Engine was variable, although mostly Ford.

Age is younger than the 1960's.

This is going to be difficult to solve without a clue.
I'm assuming it is British.
I have several possibles in the 1950-59 period but with very little photographic evidence.

It's not a Kenyon.

OK, a clue. This car was only sold in plan form for self-build (i.e. even more basic than a kit car).  The car is later than the 1950s.
