A design exercise by a known designer?

It is a scale model.
It's not a totally obscure name, but not one of the well known ones.
...but it's not too hard to find it, if you know where to look...

Is it from 1955-1960?

I'd guess an early model by John Samsen, who later worked on the Ford Thunderbird. It looks similar to this sketch from 1952, around the time he failed to get a job at Loewy's studio:

This pic is dated "early fifites" and "circa 1950" in a couple of sources.
Not Samsen's work but keep looking for the right place...

It looks to be a 3/8ths model made by Kadry M. Ragheb, son of an Egyptian diplomat, while he was a student at the Art Center College of Design. He graduated in 1951 and was later hired by Raymond Loewy.  It appears to have been critiqued along the way under the guidance of George Jergenson.
