Is it based on the Bedford CB which was to replace the CA van but for various reasons was cancelled.

Nice idea, not sadly not a correct one, as this is smaller than the both the Bedford CA and CB.

If it's a 100% in-house design that probably rules out the name Roma that may have been a Martin Walter design?

No, not Roma as that was a Martin Walker name, as you rightly say.  This Bedford has a shorter model designation.
