They say their market is more rural but it also appears to be marketed towards the "Sans Permis" class aka: bad drivers who have lost their license, drunk drivers or the elderly.
The company started building these types of vehicles for the elderly in 1981 but they want to change the image of the "minicars" by making them "cuter".
There are enough "cute" Sans Permis cars around already I think.  I don't think that will change the perception of who is driving them.
As with all Sans Permis "cars" if you see one coming down the street, stand clear!  Chances are the person at the wheel is not a good driver.
