This is my first puzzle, so please be kind.  I'm still trying to figure this all out.   ;D

On what car is this based, who did it and when.

Okay.  Open to everyone and promoted to the Experts to tell me who did this car and when.  I'll give one point to olaver for giving me the correct car and I'll give another to the one who can give me the year and coachbuilder.
