I think he is right; On OFAS I found this: 1939 Hug Model 16 Lugger Coe powered by a Caterpillar engine.
Oh and thanks for this puzzle, I found quite a lot of info by researching it.

The reference I found to the Model 16 COE was about a 1938, not sure how many years that style was in production but late 30's looks about right. 1938-39 I would say. I'm pretty sure the "Hug Lugger" name is correct for this truck, which I think would make it a Model HC.
