It may have been built before WWI (not sure when it was constructed), but the picture was not taken before WWI

I found it with this caption "The Fergus Fall Flyer" ...

Fergus Falls, Minnesota fairground track circa 1915. Photo by W. T.  Oxley, a well know midwestern photographer from 1902 till 1955.

A great home grown special that has a Harley-Davidson engine and the chassis appears to be constructed of motor cycle components.
