Looks like the Mazda RX-33 (1988) designed by Mazda R&D in Noth America. It was a follow up to RX-44 (1987). It had a mid engined rotary unit. There was the original, and a type 2 with modified rear bodywork making soft fins on the rear fenders. From the picture I think this is the original. Both concepts had the cabin very far forward, with the windshield touch down almost ahead of the front wheels, and a really long rear deck with a split rear window. Do you have other pictures?

I'm pretty sure it is the Mazda concept, I have pictures and a write up about it from a Car Styling book from around 1989 , It looks to be the same car, even the badge on the front is the same.

I'm not sure the picture attached, but the car was from 1988 not 1989, placing the cowl as far forward as possible was one of the main objectives of the design.
