I found it in the first book I looked in, World Cars 1980.  It says Minicars Large Research Safety Vehicle, based on a Chevrolet Impala with air-cushion restraints giving protection to 40mph in frontal crashes.  The same picture is shown in color.

That logo is actually for the US Department of Transportation.

Wow ... that's cool, actually.

I'd prefer it be based off the Caprice Classic, though ... no FWD connection whatsoever.  LOL. ;)
