I'm thinking in the Argentina manufactured De Carlo, but only built the Isetta 600
Could you be a French Velam Isetta ???

This is not a French Velam Isetta.

Here is a hint: Your guess of "BMW Isetta" was close but BMW was not the manufacturer of this car.

It is also not a replica or a one-off creation.

Bravo!  another point to ARAKNID

BMW of Germany did not have a license to export to Canada but Isetta of Great Britain did.
"BMW" Isettas were also built by "Isetta of Great Britain" in Brighton in a factory previously used to build trains.
This worked out well since most of the parts were still manufactured by BMW Germany and then shipped by rail directly to the Brighton Factory where they were assembled as British built vehicles.
The big differences between the British built and German built was that the British built had Lucas electrics and Girling Hydraulics while the German versions had Bosch electrics and ATE hydraulics.

The big give-away to telling a "Canadian" Isetta from any other one is the location of the rear tail lamp pods.
On the US (and other) Exported models, these pods are located directly over the rear nerf bar bumpers.
Canada apparently had different regulations regarding minimum tail lamp height and so the pods were simply moved up to the middle of the rear of the car.  No other Isetta has their rear lamp pods in that location that I am aware of.

For additional reference see this photo which shows the normal US model on the left and the Canadian one on the right.
Note the position of the rear tail lamps.
