The current Swiss Classics magazine issue seems to have a report about this car. It was built by Ernst Dill in 1949/50.

According to that article it was Ernst Dill's car... and I couldn't find anything about Caspar Heinz. $:-\$
Ernst Dill from Basel was not far from another Dill: Kurt Dill from Willisau (http://www.autopuzzles.com/forum/2015-44/solved-wendax-1767-nsu-tt-coupe-by-kurt-dill/) I wonder if there is a relation.
