Coachbuilt body?
Since even in earlier times it was quite uncommon to rebody cars unless for competetive reasons, it probably was a valuable chassis whose body was outdated. So I start at the very top, especially since the decal on the bumper wasn't used by too many a manufacturer. My first guess: Hispano-Suiza.

So it is more obscure, well done.I estimate the body being built around 1935. Was the maker of the chassis still active at that time?
Since you ruled out Delahaye, the only French car manufacturer left, who quitted car production in 1954, is Hotchkiss. Am I right?
Regarding which companies you ruled out, and excluding those closing down before 1953 (Bugatti 1951, Chenard & Walcker 1937, Delaunay-Belleville 1948), leaves only one French up-market manufacturer, that is Voisin. Or have I made a mistake?
