The basis of this car is likely easily solved. Who modified and drove it, as seen here?

I think the basis is a Cooper 500, so is this the Venom-BMC Formula Junior built and driven by EE Fenning

Sorry for the delayed response - I missed this before. This is not the driver constructor my source indicates for this car. It is believed to be Cooper-based.

Willy Krenkel's Eigenbau, probably Norton engined.
Willy competed in the East German championship from 1956 to 1959.

Well spotted. He achieved a number of good results including second at Bautzen in June '57 and fourth at Bernau in May '59. :)

Eigenbau means self-built or home-built.  Given the East German origins I would expect that the car was not a modified Cooper but a Cooper-inspired self-built car.  There is no mention of Willi Krenkel in Doug Nye's definitive history of the cooper marque.

If it were Cooper-based the wheels would be Cooper ones and those are definitely not Cooper wheels.  I would be extremely surprised if there were any Cooper components in the car at all. 

May I respectfully suggest removing the word "Cooper" from the thread title unless you are certain that the car was based on a Cooper chassis.

It's identified as Krenkel - Norton in most sources I know...
