The wheels don't fit at all. Is it a kind of replica?

Is it the Alfa-Citroen Sports, built by Bill Binney of Buena Park, California?

He built his special when he got hold of two Alfa Romeo 6C1750GS engines, but couldn't find an affordable Alfa Romeo car for it. He used a 1939 Citroen Traction Avant body instead. A Studebaker gearbox and rear axle were used as it was too difficult to convert the Alfa engine to Citroen's FWD.
